London mayor proposes citywide rules to curb dockless e-bike chaos

Sadiq Khan warned that the fragmented approach to dockless e-bike management across London boroughs is unsustainable and has resulted in safety risks and irresponsible parking. To address this, he presented a draft framework that would impose a single set of rules, enforce responsible rider behavior, and ensure fair pricing across the city. The plan awaits secondary legislation and a Department for Transport consultation before TfL can assume licensing authority.

In the interim, Khan pledged close collaboration with e-bike operators and local councils to improve service quality. TfL’s Director of Transport Strategy and Policy, Christina Calderato, expressed support for the forthcoming powers and committed to rapid implementation once the licensing details are finalized.
