Longtime Riverside foster parent charged with multiple felony child sexual abuse counts

Authorities arrested Edward Sepulveda, a 68-year-old resident of Moreno Valley, on multiple felony child sexual abuse charges linked to alleged incidents from about 24 years ago. Sepulveda, who fostered nearly 90 children across various homes, became the focus of a Riverside Police Department investigation launched in September 2025. Four former foster children have come forward, describing abuse that took place while they lived on Highlander Drive and other locations in Moreno Valley.
He was booked into the Robert Presley Detention Center and is being held on $1 million bail. Detectives believe more victims or informants may exist and are urging anyone with information to contact the department.
