Los Angeles Couple Arrested for Abuse of 21 Children in Luxury Home

Silvia Zhang and Guojun Xuan have been jailed on child-abuse charges after authorities rescued 21 children from their Arcadia mansion, including infant Poppy, the youngest survivor.

In 2023 Silvia Zhang paid $135,000 to surrogate Tronderrica James to carry a child she claimed she could not have, resulting in the birth of infant Poppy in February 2025. Within two months, Los Angeles County social workers removed Poppy and 20 other children from Zhang and Guojun Xuan's nine-bedroom Arcadia residence, where investigators say a militaristic regime of beatings and strict discipline prevailed. The parents, who also ran several surrogacy agencies, were arrested in early October and placed in jail with bail set at $20 million each, while they plead not guilty.

A 15-page indictment lists four surrogate mothers and details payments ranging from $45,000 to $135,000. Authorities seized 32 surveillance cameras that captured evidence of abuse, and a nanny has been charged with causing great bodily injury to a child. The FBI is conducting a parallel investigation into additional possible crimes, and the children remain under the protection of a Los Angeles County agency.
