Malaga low-emission zone fines exceed 46,000 as legal fight continues

Malaga's low-emission zone has issued over 46,000 fines between December 2025 and July 2026, despite a partial court ruling that challenges the measure.

From December 2025 through July 2026, Malaga’s low-emission zone generated 46,562 reports and fines for vehicles lacking the required environmental sticker, with monthly totals close to 6,000. In June, the Andalusian High Court partially overturned the regulation after a request from the Vox party, arguing it discriminates against cars registered outside the city. Despite the ruling, the city council has maintained the restrictions pending a definitive legal outcome.

The penalty system currently targets only non-resident vehicles without a sticker, but plans to extend fines to B-sticker cars from November 30. Opposition spokesperson Toni Morillas urged the ruling party to suspend the fines and amend the rule, highlighting the absence of any of the 5,000 promised park-and-ride spots and calling for expanded bus services and safer pedestrian routes. She also demanded transparency on how the fine revenue is being used and a collaborative model that is lawful and fair.
