Malaysia finalises draft rules for short-term rental platforms
The Housing and Local Government Ministry is close to completing a set of guidelines to regulate short-term rental accommodation across Malaysia.
Malaysia's Housing and Local Government Ministry is putting the finishing touches on a regulatory framework for short-term rental accommodation (STRA). Deputy Minister Aiman Athirah Sabu explained that the draft, prepared with PLANMalaysia and coordinated with the Tourism, Arts and Culture Ministry, state governments and local councils, will be submitted to the cabinet for approval. The guidelines aim to create uniform rules covering registration, compliance with local licences, safety standards, cleanliness, operational management and community responsibilities.
They draw on the Strata Management Act 2013 to enforce by-laws and will require all properties to be registered before operating legally. Digital platforms are urged to implement automated licence checks and remove non-compliant listings. An impact assessment examined the proposed 180-night annual limit, weighing owner income, tourism demand, hotel competition, public safety and revenue considerations.
Why it matters
Standardising short-term rental rules will affect property owners, tourists and local communities nationwide.
