Malaysia's 2027 Budget Boosts RM16 billion Welfare Aid to Spur Retail Spending

The 2027 Malaysian budget allocates an extra RM16 billion to the Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (Sara) programmes, aiming to sustain household consumption and lift retail earnings, especially for essential-goods and value chains.

RHB Research analysts Soong Wei Siang and Aidil Puzi say the 2027 Malaysian budget raises the total allocation for STR and Sara to RM16 billion, a move designed to preserve household purchasing power amid rising living costs. Although the per-household recurring assistance remains largely unchanged, the expanded Sara portion is expected to channel more consumer dollars into essential items. Additional one-off festive assistance and a wage increase scheduled for June 2027 should further boost disposable incomes.

The analysts project that these fiscal supports will underpin a defensive consumer sector, with earnings growth driven by retailers focused on essentials and value offerings. They highlight that chains such as 99 Speed Mart Retail Holdings, Eco-Shop Marketing and Mr DIY Group are well positioned to capture higher sales and improve cost absorption. Overall, the budget’s mix of cash aid, tax relief and wage growth is seen as a buffer for the retail market in a period of economic uncertainty.

Why it matters

The budget's expanded welfare funding aims to keep low- and middle-income Malaysians spending, supporting retail jobs and earnings.
