Marcos swaps Dizon and Lopez in Cabinet, Dizon returns to Transportation

President Ferdinand Marcos Jr. moved Vince Dizon back to the Department of Transportation and appointed Giovanni “Banoy” Lopez as head of the Department of Public Works and Highways.

President Ferdinand Marcos Jr. announced a reshuffle of his cabinet on Monday, moving Vince Dizon from the Department of Public Works and Highways back to the Department of Transportation, a post he held before September 2025. Giovanni “Banoy” Lopez, a lawyer and certified public accountant, will replace Dizon as DPWH secretary. Communications Secretary Lino Cayetano explained that Dizon’s new mandate includes streamlining daily commutes, reducing queues at the Land Transportation Office, and rooting out fixers, while Lopez will institutionalize the reforms Dizon began at the DPWH.

The swap comes after Senator Imee Marcos raised concerns about Dizon’s appointment, which still awaits confirmation by the Commission on Appointments. Marcos framed the move as a way to accelerate and sustain government service improvements for Filipinos.

Why it matters

The reshuffle shifts leadership of two key infrastructure ministries, affecting transport reforms and anti-corruption efforts in the Philippines.
