Marvel and ad firm hit with $160,000 fine for Comic-Con arch takeover

Marvel Studios and Elevue Outdoor were fined $160,000 after installing a large Avengers banner on San Diego’s Gaslamp Quarter arch despite city warnings.

Marvel Studios, together with Elevue Outdoor, erected a huge Avengers promotion on the Gaslamp Quarter arch in San Diego during Comic-Con, despite explicit cautions from city authorities about safety risks. San Diego officials said the temporary installation could become loose and harm the crowds moving through downtown, and they fined the contractor each day it remained, starting at $10,000 and rising to $50,000 by Sunday, for a total of $160,000.

The banner completely obscured the six-ton arch and added black columns that reduced the walking width on Fifth Avenue. While the city’s spokesperson emphasized the need for a safe, enjoyable convention, it remains unclear which party will ultimately pay the penalty. The fine dwarfs typical Comic-Con advertising penalties, which this year total $48,500 across other downtown sites. Critics, including a tourism professor, warned that aggressive enforcement could deter future partnerships with major events.

Why it matters

The case highlights how municipal safety rules can impose hefty costs on high-profile advertisers at major public events.
