Modi convenes two-day Chintan Shivir with all ministers to accelerate reforms

Prime Minister Narendra Modi is set to preside over a two-day “Chintan Shivir” that will bring together the entire Union Council of Ministers on September 23 and 24 at Seva Teerth, the Prime Minister’s Office campus. The conclave will focus on reforms the government can implement during the rest of its current term, covering topics such as the status of flagship schemes, policy rollout, time-bound implementation, inter-ministerial coordination and delivery of public services.

Officials highlighted the need to boost exports and secure energy supplies amid the West-Asia conflict and looming sanctions, noting ongoing work on free-trade deals with New Zealand, Canada and the European Union. The meeting occurs as India approaches the midway point of its term and faces assembly elections in Uttar Pradesh, Punjab, Goa, Manipur and Uttarakhand, where the BJP and its allies hold power in four states.

Ministers will submit self-evaluations and may present reform initiatives aligned with Modi’s “Sapta Dhara” strategy, which targets manufacturing, food processing, technology, connectivity, defence self-reliance, green and blue economies, and soft-power promotion. The session follows earlier secretarial meetings that stressed breaking bureaucratic silos and using technology for better governance.
