Montgomery County Expands Red-Light Cameras to Ticket Speeding on Green Lights

Montgomery County, Maryland, will upgrade its red-light cameras to also issue citations to drivers who exceed the speed limit while the light is green.

Montgomery County, Maryland, is adding a “Speed on Green” capability to its current red-light camera system, enabling the devices to capture and fine drivers who exceed the speed limit while the signal is green. Vision Zero coordinator Wade Holland said the upgrade maximizes use of existing equipment, using the same citation rules as red-light offenses. Assistant Chief Administrative Officer Earl Stoddard noted that tickets are issued once a vehicle is more than 12 mph over the limit, with fines rising according to a state-approved graduated schedule introduced last year.

The pilot will initially run at two intersections, with plans to expand after analyzing where green-phase speeding occurs and securing necessary permits. County Executive Marc Elrich has highlighted camera use as a tool to lower speeds and injuries, though resident Jay Grin expressed skepticism about its safety impact. Drivers who run a red light while also speeding receive only the red-light citation.
