Mother of drowned teen urges stricter passenger rules for young drivers

In 2023, a car carrying four Shrewsbury teenagers veered off a rural Gwynedd road, rolled onto its roof and sank in a water-filled ditch, killing Hugo Morris, Harvey Owen, Wilf Fitchett and Jevon Hirst. The crash occurred while the group was traveling to Eryri National Park for a camping trip. Crystal Owen, mother of the 17-year-old victim Harvey, spoke on a national breakfast show to advocate for stronger passenger restrictions for novice drivers.
She referenced Northern Ireland’s recently adopted Graduated Driver Licensing scheme, which mandates a six-month learner period and limits night-time passengers for drivers under 24. Owen argued that the minimum learning period should be longer and that drivers aged 17-19 should not be allowed to carry anyone under 25 without an adult supervisor for the first six months. She described the loss as “the worst news any parent could imagine” and called the new law a “positive step” while urging further tightening to prevent similar tragedies.
