The agency maintains that moving the arch or eliminating its primary commemorative element would undermine its purpose, rendering other locations unreasonable. The document, spanning 133 pages, is expected to strengthen the administration’s position in a legal challenge brought by three veterans and a coalition of historians. Plaintiff attorney Nicolas Sansone of Public Citizen Litigation Group said the report confirms the project’s extensive impact on the National Mall and argues that such a decision belongs in Congress, not the executive branch.
