National unveils comprehensive plan to ease small-business hiring and paperwork

National announced a package of measures aimed at simplifying employment rules and reducing administrative burdens for small firms.

National released a new small-business agenda that creates a streamlined process for resolving minor employment conflicts through a simplified Employment Relations Authority pathway. A "Tell Government Once" service, anchored to the New Zealand Business Number, will let companies update core information a single time for use by multiple agencies. The First Employee Support Package will provide new employers with agreement templates, payroll advice and reminders about tax and ACC obligations.

The plan also proposes reviewing the $60,000 GST registration threshold, setting a minimum support level for collective bargaining, and eliminating unnecessary paper-based notices, fax and one outlet requirements. National intends to advance MP Dan Bidois' bill to improve independent mechanics' access to manufacturers' data. Overall, the package seeks to give small-business owners more time and less red tape.
