NBI charges Genesis88 owner and six others over Davao flood project fraud
The National Bureau of Investigation filed falsification and graft complaints against Genesis88 owner Glenn Escandor and six associates for alleged irregularities in P1.9 billion flood-control contracts in Davao City.
The National Bureau of Investigation has formally accused Glenn Escandor, the owner of Genesis88 Construction Inc., and six other individuals of falsifying documents and committing graft in connection with flood-control projects in Davao City. The accused include two senior Genesis88 employees—Saturnino Bentulan and Benjamin Zosa—as well as a foreman, Roy Bohol, and three former officials from the DPWH Davao City District Engineering Office: Richard Ragasa, Lilibeth Sarmiento and Roberto Mamaril.
The case focuses on contracts totaling P1.9 billion that were awarded to Genesis88, a company that secured a large share of flood-control work during the Duterte administration. Escandor, a close associate of the Dutertes, also served as former President Duterte’s assistant for sports and his corporation donated nearly P20 million to Vice President Sara Duterte’s 2022 election campaign. The investigation highlights the overlap between political connections and public-works procurement in the region.
Why it matters
The case underscores potential corruption in public-works contracts and the influence of political ties on infrastructure projects.
