NBI to summon Vice President Duterte and others over alleged cash-delivery affidavit

The National Bureau of Investigation announced it will seek comments from Vice President Sara Duterte, Davao City 1st District Representative Paolo Duterte, former House speaker Lord Allan Velasco, Velasco’s spouse, and Father Flavie Villanueva regarding an affidavit filed by ex-Police Patrolman Rodulfo Gracioso Jr. that alleges he delivered suitcases of cash to the Dutertes and former President Rodrigo Duterte on Velasco’s orders.

Director Melvin Matibag clarified that the summons is an invitation, not a subpoena, and that the agency will provide the affidavit and accompanying photographs to the vice president for her response. Gracioso, who previously passed a polygraph test with a 99% reliability rating, has agreed to undergo another lie-detector examination focused on the affidavit’s claims. Although Gracioso was dismissed from the police force on September 11 after multiple suspensions, NBI officials say his testimony cannot be dismissed outright and could lead to perjury charges if false. Ombudsman Jesus Crispin Remulla indicated the matter may be referred to his office for further investigation.
