Netanyahu unveils pre-emptive security doctrine weeks before election, courting regional allies

Prime Minister Benjamin Netanyahu released a new security doctrine that stresses pre-emptive strikes, buffer zones and fresh regional partnerships just days before Israel's parliamentary election.

Israeli Prime Minister Benjamin Netanyahu presented an updated national security doctrine, drafted with the National Security Council and published by the Prime Minister’s Office, that prioritises pre-emptive military action, the creation of buffer zones and the cultivation of new regional partnerships. The accompanying map, originally produced by Friedrich-Ebert-Stiftung, divides the Middle East and parts of Africa into competing alliances, highlighting an Israel-UAE "Hexagon Alliance" and a "Sunni Diamond Alliance" of Egypt, Turkiye, Pakistan and Saudi Arabia, while isolating Iran and its allies.

Unveiled nine days before the parliamentary election, the timing aims to cement Netanyahu's "Mr Security" brand amid a corruption trial and criticism over the October 7 attacks. He warned that a future U.S. administration could be hostile, urging Israel to become a valuable asset to other powers. Opponents such as Gadi Eisenkot and former Prime Minister Yair Lapid dismissed the doctrine as slogan-filled, while analysts argue it leverages existential fears to portray Netanyahu as the familiar, decisive leader voters need.

Why it matters

The doctrine could reshape Israel's military strategy and regional alliances ahead of a decisive election.
