Demolition of the old Bocharov Ruchey residence in Sochi began in 2024, and new structures are expected to be completed by the fall of 2026. The project is managed by the Transstroyinvest Group of Companies, a Crimea-based firm tied to Arkady Rotenberg, with Alexei Fomenko identified as its beneficiary. A classified state defense contract, identified by a 25-digit number in court records, spans 2023-2027, was awarded without a public tender and has a fixed price.
Transstroyinvest has also built private dachas in occupied Crimea for Vladimir Putin and Alexander Bortnikov and renovated the Artek children’s camp. Publicly posted subcontract budgets range from 90 to 500 million rubles, and recruitment ads describe the site as a “strategic facility” with strict background checks, offering cash piece-rate wages, three meals a day and hostel rooms with a pool. Despite the ongoing construction, Putin’s trips to Sochi have fallen from 24 visits before the Ukraine war to just two per year in 2024 and 2025, as Ukrainian drones increasingly operate over the Black Sea coast.
