New Workforce Pell Grants Approved in North Carolina to Expand Trade Education

The Department of Education announced that North Carolina joins four other states in the Workforce Pell grant program, a federal aid stream launched on July 1, 2026 following the Working Families Tax Cuts Act signed on July 4, 2026. The grants target career and technical education, offering students the chance to earn industry-relevant certificates in as little as eight weeks. Proponents, including Heritage Foundation fellow Adam Kissel and Buckeye Institute researcher Greg Lawson, argue the program provides faster, cheaper pathways and may reshape community and technical colleges.

They also note possible growth of public-private partnerships, such as Ohio’s proposed tax credit for companies that help design curricula and meet placement targets. However, Lawson cautions that without robust outcome tracking, funding could flow to credentials with limited labor-market impact, and that the shift may reflect broader disillusionment with traditional four-year degrees.
