NHRC urges states to protect street vendors during upcoming festivals

The National Human Rights Commission has instructed all Indian states and union territories to avoid evicting or harassing street vendors, hawkers and small traders during Navratri, Diwali and Chhath Puja.

Following complaints of unnecessary evictions, fines and seizures of merchandise, the National Human Rights Commission has ordered every state and union territory in India to protect the rights of street vendors, hawkers, potters and small traders during the Navratri, Diwali and Chhath Puja celebrations. The commission, led by member Priyank Kanoongo, emphasized that any required relocation for fire or public safety must be accompanied by suitable alternative spaces.

It also directed that authorities refrain from arbitrarily confiscating vendors' goods and that any allegations of harassment, extortion or undue interference be handled in accordance with legal procedures. Additionally, the NHRC called for the promotion of local occupations and domestically made products in line with the "Vocal for Local" campaign. Chief Secretaries have been tasked with ensuring the directives reach district magistrates, municipal bodies, police and other relevant officials, and must file comprehensive action-taken reports by 18 October 2026.
