Al-nouri, a naturalized citizen originally from Iraq who had previously fled to Syria before arriving in the United States, was ordered to be extradited to Iraq to face two murder charges. The Iraqi government claims he was a local leader of an Al-Qaida franchise operating in Fallujah and took part in the killings of two police officers.
The appellate panel determined that the lower court's finding of probable cause for the extradition was backed by the presented evidence. Consequently, the extradition order remains effective, and Al-nouri's request for relief was denied.
