Niti Aayog to assess India's RoSCTL and RoDTEP export rebate schemes
India's policy think-tank Niti Aayog will soon evaluate the RoSCTL and RoDTEP export support programmes, weighing their effects on domestic markets and pricing.
According to a senior government source, Niti Aayog is set to launch an evaluation of two key export-support schemes: RoSCTL, introduced in 2019, and RoDTEP, launched in 2021. The review will analyse how these programmes influence domestic demand, supply chains and the pricing of covered goods, identifying both benefits and drawbacks. Emerging challenges—including volatile global demand, rising input costs, evolving WTO rules, sustainability criteria, supply-chain restructuring and digital trade processes—prompt the need for reassessment.
Officials plan to benchmark the Indian schemes against similar mechanisms used abroad to ensure zero-rating of exports and bolster competitiveness. Findings could lead to adjustments or replacement of one outlet frameworks. The analysis will also examine broader economic and sectoral effects on investment, jobs, production costs, productivity, value addition, export pricing, profitability, capacity utilisation and sector growth.
