Norway aims to finalize mining plan for Fensfeltet by 2028
The government plans to have a mining strategy for the Fensfeltet site in Nome ready no later than 2028, with a fast-track approach.
Norway intends to complete a comprehensive plan for exploiting rare earth deposits at Fensfeltet in Nome, Telemark, by 2028, possibly as early as the end of 2027. Minister Cecilie Myrseth said the process will move quickly while still meeting rigorous environmental standards, building on earlier municipal studies. The state has assumed planning responsibility and will appoint a project leader to address extraction sites, processing facilities, waste disposal, transport routes and underground mining methods.
A single regional regulation will replace fragmented local permits, involving multiple landowners and the company Rare Earths Norway. The draft will be sent for public consultation next year, and the final decision will be binding and not subject to appeal.

Securing a domestic source of strategic minerals could reduce Europe's reliance on external suppliers and support the green transition.
