Norway earmarks 85 billion kroner for Ukraine in its 2027 defense budget

Norway's 2027 defence budget sets aside 85 billion kroner for Ukraine, boosting the Nansen Support Program to a total of 344 billion kroner.

On Oct. 7, Norway presented its defence budget for 2027, designating 85 billion Norwegian kroner for support to Ukraine. The allocation will be administered via the Nansen Support Program, named after humanitarian Fridtjof Nansen, and will increase the programme’s total funding to 344 billion kroner. This contribution comes as Kyiv and the European Union intensify pressure on third-country donors to fill a projected 1.66 trillion-hryvnia budget gap for 2027.

In parallel, Norway recently contributed 90 million euros to the EU’s Ukraine Facility, which disburses aid conditional on the implementation of key reforms. Since the full-scale Russian invasion, Norway has become the ninth-largest overall donor to Ukraine, according to data from the Kiel Institute’s Ukraine Support Tracker.
