Norway outlines extensive civilian aid to Ukraine amid winter challenges

Norway's development agency Norad released a report detailing its civilian assistance to Ukraine since the 2022 invasion, emphasizing winter support and anti-corruption measures.

A Norad analysis covering aid from 2023 to 2025 details Norway's civilian assistance to Ukraine and Moldova, focusing on infrastructure repairs, gas imports and distribution of heating essentials such as wood, blankets and hot meals. The report will be launched on Thursday, with Foreign Minister Espen Barth Eide warning that the war's shifting demands require swift and responsible management of funds. Norad chief Gunn Jorid Roset affirmed that the assistance reaches its intended recipients and highlighted the program's role in strengthening Ukraine's anti-corruption capacity.

She also warned that corruption risks remain high, but Norway is prepared to accept higher-than-usual risk to deliver aid quickly. In the previous year, aid was channeled through dozens of partners, including UN agencies, development banks and Ukrainian organisations.
