Norway proposes to replace first-grade subjects with play-based learning blocks

The Ministry of Education has drafted a reform that would remove all separate subjects from the first year of primary school, grouping them into broader learning domains that cover reading, writing, arithmetic, play and movement. These domains are modeled on the kindergarten framework, emphasizing care, play and learning, and will be delivered through a play-inspired teaching style. Only in the second year will the traditional subjects of Norwegian/Sami, mathematics and physical education be formally introduced.

The proposal also calls for a new name for the first year to reflect its distinct structure. After a public consultation, the changes are slated for gradual implementation starting in 2027. The reform follows concerns over declining PISA scores and criticism from a recent school commission report.
