Norway's cabinet has asked the Public Roads Administration to draft a rule that would raise the legal riding age for electric scooters from 12 to 16 years. Transport Minister Kamzy Gunaratnam expressed concern over a surge in injuries, describing the trend as "not livable" and pointing to an increase in serious crashes among teenagers. The ministry indicated that the new age limit is part of broader efforts to curb accident numbers.
Rental companies, particularly in Oslo, have voluntarily adopted higher age restrictions, with some requiring riders to be at least 15 or 16. The administration will consider how to enforce the rule after a consultation period. Additional safety measures are also under discussion.
