NTSB finds prior communication warnings ignored before Marine One and jet took off together

The NTSB reports that air traffic controllers and Marine One pilots discussed communication problems a week before the dual takeoff on Aug. 4, yet the agreed-upon backup procedure also failed.

According to the NTSB’s preliminary findings, Washington air traffic controllers and Marine One pilots convened a week before the August 4 dual takeoff to review persistent communication shortcomings and to adopt an alternative coordination method. On the day of the incident, that alternative proved ineffective, resulting in a brief proximity event between the president’s helicopter and a commercial airliner, which quickly separated after the plane climbed above the chopper.

The report emphasizes that the president faced no danger and that a pre-existing FAA-Pentagon agreement mandates a three-minute heads-up before the helicopter lifts off. Following a fatal 2025 collision involving an Army Black Hawk, the FAA instituted a rule to suspend all takeoffs and landings whenever a helicopter’s route conflicted with other aircraft. Tower audio shows the controller did not recognize the helicopter’s imminent departure until the aircraft was already moving, partly due to a garbled transmission. A congressional hearing later revealed that a Pentagon-to-tower hotline had been non-functional for over three years, a fact the FAA had not previously identified.
