Nscale commenced construction of a sizable data centre in Narvik without first delivering the statutory study on the possible use of surplus heat generated by the facility. The Norwegian Water Resources and Energy Directorate (NVE) declared this a serious violation of the energy law and announced a compulsory fine against the company. Director Inga Nordberg emphasized that large data centres produce significant excess heat that should be evaluated early in the building process for potential heating applications.
The rule exists to turn that waste heat into a resource for other users. NVE’s enforcement action signals that regulators will not tolerate non-compliance with the heat-recovery requirement. The fine serves as a warning to other operators in the rapidly expanding data-centre sector.
