NYC mayor proposes rule to curb endless AI chatbot loops in customer service

Mayor Zohran Mamdani's administration unveiled a proposal that would force businesses to quickly connect callers to a human agent when AI chatbots fail to resolve requests.

New York City may become the first U.S. jurisdiction to protect consumers from what officials call a "doom loop" of AI-driven customer-service bots. Mayor Zohran Mamdani announced a rule that would obligate companies to promptly hand off callers to a human operator when a chatbot cannot satisfy the request, and to clearly label AI interactions. Non-compliant firms would face fines beginning at $525.

The policy is being driven by Samuel Levine, who previously led the FTC’s Bureau of Consumer Protection, and Deputy Mayor Julie Su, a former acting labor secretary. Lina Khan, noted for her work on antitrust, serves as chair of the city’s Economic Development Board and backs the proposal. The rule aims to prevent consumers from wasting time and money on endless automated replies.

Why it matters

It could set a national precedent for regulating AI chatbots in everyday consumer interactions.
