October budget changes: higher housing aid, gas price rise and increased health fees

New measures take effect on October 1, boosting housing assistance, raising the gas reference price and lifting annual health cost caps.

Effective October 1, the personalized housing allowance (APL) will be recalibrated by the Caisse d’allocations familiales according to the newest rent-index figures, resulting in a modest increase for eligible renters. The Commission de régulation de l’énergie will publish a higher reference price for gas sales, which will be reflected in higher October electricity bills for residential consumers. A recent decree also lifts the ceiling on yearly patient contributions for medical franchises and flat-rate fees, allowing a larger amount to be charged to insured individuals.

The combined effect of these three measures will alter the monthly budgets of numerous households across metropolitan France, Corsica and overseas territories. Consumers should expect slightly higher utility costs and health-related expenses while receiving a small boost in housing support. Authorities aim to align these changes with current economic indicators.
