OPM appoints former HHS official Matthew Kiley to lead healthcare division before Open Season

Matthew Kiley is set to assume the associate director role for OPM’s healthcare and insurance division on Sept. 8, succeeding Shane Stevens who stepped down voluntarily. Kiley’s background spans a stint as head of HHS’s Office of Health Policy, founding the Weyhill Group consulting firm in the greater Philadelphia area, and senior positions at Aramark, McKinsey and Berkshire Hathaway’s insurance group. OPM has reduced its overall staff by 35% from Dec. 2024 to Mar. 2026, a shrinkage that the Government Accountability Office says has eroded institutional knowledge.

In June, the agency reopened its deferred resignation program for the division, placing participants on paid administrative leave until their March 2027 separation. These moves occur just months before the agency’s Open Season, a November-December window for federal and Postal Service employees to modify health coverage, with changes taking effect in January. OPM officials expressed confidence in their ability to manage the season despite the staffing cuts, while noting recent premium increases of 12.3% for FEHB and 11.3% for PSHB participants.
