Over half of Lok Sabha bills cleared in single session, data shows rapid pace

Data from PRS Legislative Research indicates that more than 50% of bills introduced in the 18th Lok Sabha have been approved by both houses within the same parliamentary session.

According to PRS Legislative Research, more than half of the bills introduced in the 18th Lok Sabha have been enacted by both the Lok Sabha and the Rajya Sabha in the same session, with the speed of passage increasing sharply over the past year. The government's initial legislative plan listed five new bills and two pending ones, yet six of the eleven bills approved in the recent Monsoon Session were absent from that agenda.

The VBSA Bill's parliamentary committee has yet to submit its findings, and the FCRA Amendment Bill was referred to a Joint Committee following opposition demands for its withdrawal. Seven bills were cleared in a matter of minutes, prompting concerns about insufficient time for MPs to examine proposals and engage with stakeholders. PRS has previously highlighted that brief intervals between introduction and passage can curtail effective parliamentary oversight. The trend raises questions about the balance between legislative efficiency and democratic scrutiny.

Why it matters

Rapid bill passage may reduce parliamentary oversight, affecting the quality of laws affecting citizens.
