PA Fatah Spokesman Says Pay-for-Slay Payments to Terrorists Remain Ongoing

A recently published video shows Fatah spokesperson Mundhir Al-Hayek stating that the Palestinian Authority has not halted its “pay-for-slay” program, which distributes monthly stipends to families of imprisoned, injured or deceased militants. Al-Hayek complained that the process is complicated, noting that payments are sometimes delayed and that a power-of-attorney arrangement is used to move funds from Gaza to the West Bank.

He dismissed U.S. demands to cease the payments, arguing they are imposed by Israel and the United States to block the money from reaching “martyrs” and their relatives. The spokesman also mentioned Israel’s refusal to provide $5 billion, which he framed as theft, and criticized the lack of reforms in school curricula. The comments highlight the PA’s continued financial support for individuals labeled as terrorists, complicating peace negotiations with Israel and the United States.
