Paroled former Toronto pharmacist charged with drugging and assaulting woman

Allen Siu Ming Chow, a 73-year-old former pharmacist from Toronto, was taken into custody last week on allegations that he drugged and sexually assaulted an adult woman after his parole release in March 2025. Chow had earlier been convicted on 36 counts for administering a stupefying drug and assaulting 18 female sex workers between 2009 and 2012, serving over nine years of a 14-year sentence. Police allege that between December 2025 and April 2026 he arranged meetings with the victim online, incapacitated her with a drug, and performed non-consensual sex while recording the encounter on his phone.

He is now charged with administering a drug, sexual assault causing bodily harm and voyeurism, and investigators say other victims may come forward. The case was handled by Peel Regional Police’s special victims unit, with York Regional Police previously involved in the 2012 charges. Chow’s prior conduct included recording 70 hours of footage of assaults on prostitutes, as detailed in a sentencing decision by Justice Gregory Mulligan.
