Pennsylvania’s aging levee network faces funding gaps as extreme storms intensify

Pennsylvania’s 180-plus earthen levees, protecting 158,000 residents and $26.2 billion in assets, are aging and under-funded while severe weather becomes more common.

Pennsylvania operates over 180 earthen levees spanning roughly 155 miles, shielding roughly 158,000 people and $26.2 billion in property, but most were constructed from the 1950s to the 1970s and have outlived their typical 50-year design lifespan. Maintenance responsibility shifted to local sponsors, many of which face shrinking tax bases, labor shortages, and rising repair costs. Climate trends have boosted the frequency of heavy storms, and FEMA’s ongoing flood-plain map updates could strip protection from unaccredited levees, driving up insurance premiums and limiting development.

Currently, only about 15% of the state’s levees meet FEMA’s accreditation standards, a process that demands professional engineering studies and costly upgrades. Funding streams are piecemeal: limited state capital-budget allocations, modest grant programs, and a few local fees such as Luzerne County’s levy, while the federal BRIC program was briefly cancelled and later reinstated, leaving uncertainty about future disbursements. To address these challenges, Penn State engineers are deploying seismic, electrical, magnetic, and drone-based tools to non-invasively evaluate levee integrity and support community-focused resilience plans.
