More than 29,000 individuals have signed a petition demanding that Canada declare U.S. Ambassador Pete Hoekstra persona non grata and force his departure. Launched by a woman from Calgary, the petition accuses Hoekstra of statements that undermine bilateral relations and of meddling in Canadian political discourse, which the signatories say breaches diplomatic protocol. It also calls on the Liberal government to order a parliamentary committee to review alleged U.S. interference in Canadian affairs.
The petition will be delivered to the House of Commons by Green Party Leader Elizabeth May. Hoekstra drew media attention in June after suggesting that Canada’s annexation by the United States would be a topic for discussion between Prime Minister Mark Carney and President Donald Trump. Declaring a diplomat persona non grata is a measure provided by the Vienna Convention on Diplomatic Relations, allowing a host nation to revoke diplomatic immunity and require the individual’s exit.
