PetroChina to revive part of Dalian refinery in November to boost fuel supplies
PetroChina plans to restart a 200,000-bpd crude distillation unit at its mothballed Dalian refinery next month, aiming to shore up domestic fuel inventories until a new plant comes online.
PetroChina is set to reactivate a 200,000-bpd crude distillation unit at its Dalian Petrochemical refinery in November, processing about 500,000-600,000 metric tons of crude monthly. The decision follows months of lower crude imports and refining output that left China’s fuel reserves thin. The restart also compensates for the postponed commissioning of a $10 billion refinery complex on a neighboring island, now expected only by mid-2028.
The revived unit will handle roughly two percent of China’s seaborne crude imports for September, operating at about 61-73% capacity. Crude cargos from South America and the Middle East are scheduled to arrive next week to feed the plant. PetroChina has not commented on the plan.
Why it matters
Restarting the Dalian unit helps China cover a shortfall in fuel supplies while a new refinery is delayed.
