Philippines raises unconditional emissions cut to 7% in new climate pledge

The Philippines has filed a revised NDC with the United Nations, committing to a 75% overall emissions reduction and raising its unconditional target from 2.1% to 7%, leaving 68% of cuts conditional on foreign assistance. The submission, delayed beyond the 2025 deadline, covers all major sectors including energy, transport, agriculture, waste, forestry, land use and industrial processes. Local climate advocates hailed the increase as a substantial step but highlighted persistent challenges such as corruption and the absence of a firm fossil-fuel phase-out plan.

Gerry Arances of the Center for Energy, Ecology, and Development warned that the pledge falls short of the Paris Agreement’s 1.5°C pathway. Data from Our World in Data show the Philippines contributed roughly 0.45% of global CO₂ emissions in 2024, underscoring its relatively small but still important role in global mitigation efforts.
