Philippines tax agency pauses QR badge rule for online sellers

The Bureau of Internal Revenue has halted the mandatory QR-coded tax badge for online merchants and freelancers, citing privacy and administrative concerns.

The Philippines' Bureau of Internal Revenue announced on October 26 that the QR-coded tax registration badge, introduced in April for online sellers and freelancers, will be suspended indefinitely. Commissioner Charlito Martin Mendoza emphasized that the pause is due to privacy risks and the complexity of implementing the system, and confirmed that no fines will be imposed for non-display during this period. Existing badge holders can keep using the QR code voluntarily.

Economists such as Cielo Magno welcomed the move, questioning the badge's necessity and its impact on small enterprises. The agency said it will coordinate with the National Privacy Commission and consult affected taxpayers before deciding on a permanent solution. The debate reflects broader concerns about the Philippines' cumbersome business regulations, highlighted by recent World Bank assessments.

Why it matters

The suspension removes a controversial compliance burden for millions of online entrepreneurs in the Philippines.
