Planned Parenthood memo pushes state AGs to curb crisis pregnancy centers after Dobbs

Planned Parenthood circulated a 14-point plan urging state attorneys general to target crisis pregnancy centers and issue abortion-friendly legal guidance, prompting several Democratic AGs to act.

One month after the Supreme Court’s Dobbs decision, Planned Parenthood distributed a detailed 14-point plan to state attorneys general, urging them to combat crisis pregnancy centers and to issue abortion-friendly legal opinions. The memo, forwarded by Brittany Jenkins of the Progressive State Leaders Committee, cited California’s consumer alert and called for FTC action against CPC misinformation. Democratic attorneys general quickly followed: Minnesota’s Keith Ellison released a consumer alert; New Jersey’s Matthew Platkin issued a similar alert and subpoenaed a CPC; California’s Rob Bonta sued several CPCs and led an open letter with fifteen other AGs condemning them.

The plan also recommended using state FACE Acts to protect clinics and coordinating legal aid for abortion providers, steps later taken in states like Arizona, New York and Pennsylvania. A Justice Department report later detailed coordination between the Biden administration and abortion-industry groups, confirming the memo’s influence. Records obtained via a public-records request from Wisconsin AG Josh Kaul’s office support these findings.
