Poland to Mark Thousands of Civil Defence Shelters Amid Ongoing Alert Preparations
Polish authorities will label numerous civil defence shelters with a new blue-triangle sign by year-end, while managers are urged to open them during alerts.
By the close of the year, Poland will affix the blue equilateral-triangle on orange background sign, accompanied by a white label on green, to identify civil defence shelters across the country. Deputy Minister of Interior and Administration Wiesław Leśniakiewicz reminded that while one outlet law does not compel owners to open facilities in peacetime, they are expected to do so during alerts based on mutual aid principles.
The same legislation will impose a duty to provide shelter access in wartime. A digital platform already catalogs a variety of locations—underground tunnels, metro stations, parking garages—that could serve as refuges. Most sites are classified as limited-access, meaning they may be opened at specific times or after contacting the manager.
Experts suggest clearer definitions of shelter types and mandatory opening of shared areas such as laundry rooms during emergencies. The regulation on signage is nearing final inter-ministerial agreement.
