Police clarify that Travel Control Officers perform intelligence and surveillance duties

The Inspector-General of Police said Travel Control Officers are tasked with intelligence gathering, contact-building and surveillance, and that the recent incident involving the MCBA chief should not be judged before the investigation is complete.

At a briefing in Bukit Aman, Inspector-General Tan Sri Mohd Khalid Ismail clarified that Travel Control Officers, who fall under the Special Branch, carry out intelligence-related tasks including making contacts, conducting surveillance and other operational duties. He stressed that these functions are normal and should not be misinterpreted in the wake of a recent incident involving MCBA director-general Datuk Seri Mohd Shuhaily Mohd Zain.

Khalid said no breach of standard operating procedures has been confirmed, though jurisdictional issues at the KLIA building may need further review. The Public Service Department’s director-general, Tan Sri Dr Wan Ahmad Dahlan Abdul Aziz, indicated the department is awaiting the police investigation before taking any action. A video that went viral showed Shuhaily allegedly berating two men, one of whom appeared to be grabbed by the ears, prompting the official to state he is ready for investigation.
