Police to hand MCBA director-general's investigation file to Attorney-General tomorrow

The police will submit the investigation report on MCBA director-general Datuk Seri Mohd Shuhaily Mohd Zain to the Attorney-General's Chambers tomorrow.

Police investigations into an alleged assault by MCBA director-general Datuk Seri Mohd Shuhaily Mohd Zain will be submitted to the Attorney-General's Chambers tomorrow, Inspector-General Tan Sri Mohd Khalid Ismail announced. The case, initiated after two police officers reported being physically handled by Shuhaily at Kuala Lumpur International Airport on Sept 28, is being examined under Section 323 of the Penal Code, which carries a maximum one-year prison term or a fine of up to RM2,000.

Twenty-five witnesses—including police, MCBA staff, airport auxiliary officers, baggage-handling workers, medical officers and independent observers—have provided statements, and CCTV footage has been secured. A video of the incident, which spread widely on social media, showed Shuhaily during an operation against foreign touts, after which two individuals entered the security area and recorded the event. Shuhaily has said he will accept any governmental decision following the police inquiry. Officials warned against speculation that could jeopardize the investigation.

Why it matters

The case could set a precedent for how senior security officials are held accountable for alleged misconduct.
