Polish Central Transport Hub faces funding shortfall and leadership vacuum

Port Polska struggles with a large budget gap and delays in the Central Communication Port project, while a new president for the venture remains unappointed.

Port Polska is grappling with a major fiscal shortfall that jeopardizes the Central Communication Port (CPK) initiative. The inability to secure the full amount of EU financing for the high-speed railway has left a sizable gap in the project's budget. The Bank Gospodarstwa Krajowego (BGK) has begun exploratory discussions about offering loans to cover part of the missing funds, with the ultimate size of the package contingent on the financing model, collateral, state guarantees and repayment conditions.

In parallel, the Baranów airport component remains in its early phase, as earthworks have not started due to pending authorisations and the lack of a chosen terminal builder, after one consortium withdrew. The vacancy for the CPK presidency also persists, hindering decisive progress. Official timelines still target the start of airport operations by the end of 2032, and BGK is also considering financing for a separate nuclear power project in Choczewie.

Why it matters

The funding gap and leadership void could delay a flagship infrastructure project intended to boost Poland's transport network.
