Poll shows Californians favor billionaire tax but counter-measures gain traction
A new survey indicates most likely voters back Proposition 40, the one-time billionaire wealth tax, while two competing measures also enjoy notable support.
A recent Public Policy Institute poll of likely California voters revealed that a majority support Proposition 40, a proposal to levy a one-time 5% tax on the total wealth of the state’s billionaires. The same poll showed that voters also favor two “poison-pill” initiatives, Proposition 41 and Proposition 42, which aim to restrict audits and prohibit new personal-property taxes, effectively undermining the billionaire tax if they pass.
Both counter-measures are financed by Google co-founder Sergey Brin, who has spent over $100 million on a series of campaigns targeting tax and regulatory reforms. The SEIU-United Healthcare Workers West backs the billionaire tax to offset federal cuts to health and education funding, while critics, including Governor Gavin Newsom and business groups, argue it could hurt the economy and prompt wealthy residents to leave. The poll was conducted in early September with a margin of error of 3.8 points, highlighting the complex dynamics of the upcoming November ballot.
Why it matters
The vote will decide whether California imposes a new tax on its wealthiest residents amid competing measures that could nullify it.
How the sides frame it
HIGH AGREEMENTLeft-leaning coverage frames the billionaire tax as a narrowly supported progressive solution to fund health and education, center coverage reports the poll neutrally as a close race with both support and opposition, while right-leaning coverage emphasizes the counter-measures as “poison-pill” initiatives funded by billionaire Sergey Brin, casting the opposition in a critical light.
LEFT
Frames the tax as a narrowly supported progressive initiative that would raise substantial revenue for health and education, emphasizing its benefits and downplaying opposition.
CENTER
Reports the poll as a close race, noting modest support for the tax and comparable support for counter-measures without overt endorsement.
RIGHT
Highlights the tax’s majority support but stresses the counter-measures as “poison-pill” initiatives financed by billionaire Sergey Brin, portraying the opposition as a powerful, well-funded challenge.
The left emphasises
- slim majority of likely California voters are backing a proposed tax on billionaires
- the tax is estimated to raise up to $100 billion and would be used to offset deep federal healthcare cuts
- proponents, including labor unions and progressive legislators, argue the measure would capture wealth that currently escapes taxation through unrealized capital gains
The right emphasises
- a majority support Proposition 40
- voters also favor two “poison-pill” initiatives, Proposition 41 and Proposition 42
- both counter-measures are financed by Google co-founder Sergey Brin
Possibly left out
- Left-leaning coverage reports academic research suggesting past state-level taxes on millionaires generated significant revenue with minimal migration, absent from centrist coverage
