Portugal submits 2027 budget plan to EU, pledges defence spending and fiscal discipline

Portugal has delivered its 2027 state budget proposal to the European Commission, committing to respect EU fiscal limits and boost defence investment.

In compliance with EU fiscal governance, Portugal submitted its 2027 state budget to the European Commission, affirming it will adhere to the Council-recommended limits on net-debt growth. The proposal highlights a gradual rise in defence outlays, aiming to exceed the 2% of GDP benchmark through equipment renewal, technological upgrades and infrastructure improvements. The government also signals efforts to expand affordable housing stock and to make temporary energy-price relief measures end after 2026.

Additionally, Portugal plans to combat pension fraud, reinforce the Social Security Stabilisation Fund and introduce mechanisms for a smoother transition to retirement. These commitments respond to recent EU Council recommendations on fiscal prudence, defence, housing and energy policy.
