The disruption impacts thousands of homes, apartments and public facilities such as schools and hospitals in the regional capital, Vladivostok. Technical teams have begun installing backup generators, and water trucks are being dispatched to parts of the city, while officials advise residents to stock up on drinking water.
The regional utilities ministry says repairs to the substation are in progress and should be completed later on Monday. Authorities note that utility network degradation is widespread across Russia, with estimated wear-and-tear between 40% and 80% depending on the area.
