PP leader Feijóo proposes zero property tax for first-time rural homebuyers

Alberto Núñez Feijóo, head of the Partido Popular, unveiled a plan to waive transfer tax and stamp duty for buyers under 40 purchasing their first home in rural Spain.

During an event in Toledo organized by the Association of Families and Women in Rural Areas, Partido Popular leader Alberto Núñez Feijóo announced a suite of measures aimed at revitalising rural Spain. Central to the plan is a total exemption from property transfer tax (ITP) and AJD stamp duty for first-time home purchases by people younger than 40, which could save buyers tens of thousands of euros on a typical €250,000 property in the Valencian Community.

Additional incentives include a €50 monthly self-employment contribution for three years, a 50% income-tax reduction for new businesses, a relocation grant of up to €15,000, and state guarantees covering up to 80% of farm-related investments. Feijóo framed the reforms as essential for encouraging younger generations to settle in rural areas and preserving Europe’s food supply, while rejecting cuts to the Common Agricultural Policy. The proposals are part of the PP’s broader housing agenda ahead of the November 29 election.

Why it matters

The plan could dramatically lower entry costs for young buyers, influencing Spain's housing market and rural depopulation ahead of the election.
