PR heir runs mayor’s influencer network while denouncing legacy media monopoly
Emilia Winter Rowland, a PR dynasty descendant, runs a secret Signal chat that supplies talking points to about 250 influencers for Mayor Zohran Mamdani and has publicly attacked legacy media.
Emilia Winter Rowland, the 31-year-old director of new media and cultural communications for Mayor Zohran Mamdani, hails from a prominent public-relations family; her grandfather founded The Rowland Agency, later acquired by Saatchi & Saatchi, and her parents are active in TV writing and consulting. Earning $175,000, Rowland runs a confidential Signal group called “NYC Creators Announcements,” which supplies press releases and talking points to roughly 250 online influencers who amplify the mayor’s agenda.
She publicly attacked “legacy press” on X, arguing that media consolidation harms public discourse, while city officials dismissed criticism as a “faux-scandal.” The chat’s ability to auto-erase messages may breach New York’s public-record law, and City Hall has avoided answering questions about the influencer list. Reporters and the mayor’s communications director have challenged the lack of transparency, suggesting the operation treats citizens as uninformed. The revelation raises concerns about government use of private messaging platforms for propaganda.
Why it matters
It shows how a city government is using private messaging and influencer networks to shape public opinion, raising transparency and legal concerns.
