Premier League and EFL near landmark financial pact affecting lower-division clubs

The Premier League and the English Football League are close to finalising a new financial agreement that will double solidarity payments and reshape parachute and lifeboat funds for clubs like Wrexham, Cardiff City and Swansea City.

A new financial framework between the Premier League and the English Football League is nearing completion, with implementation slated for the 2026/27 season. Under the draft terms, solidarity payments to lower-division clubs will more than double, while parachute payments to relegated Premier League sides will be phased down. Additional resources will be earmarked for sustainability-focused infrastructure projects and a lifeboat fund aimed at averting club liquidations.

The Independent Football Regulator, citing that 94 % of the top 116 clubs are operating at a loss, called for stricter financial governance, especially in the Championship. The deal also includes measures to improve clubs' risk management, fan engagement, and boardroom diversity. Final approval by the EFL is still pending, but consensus appears to be strengthening.

Why it matters

The pact could stabilize finances for dozens of English clubs and protect the football pyramid from collapse.
